4 It is noted that this policy opportunity is very similar In its objectives to the targeted regional investments proposed under the Commonwealth Govemment's Natural Heritage Trust. The only real distinction lies in creating more formal structures and linking these to statutory processes. This is considered necessary as much of the 'Institutional infrastructure' being put in place for natural resource management is informal and, hence, not guaranteed to have a lasting impact.
